Westminster Choice and Control Board

Aims

  1. To agree together with the Transformation Steering Group the strategic direction for the adoption and implementation of Self Directed Support for all adult care groups in Westminster
  2. To agree togther with the Transformation Steering Group the strategic direction and appropriate targets for all relevant departments, boards and project groups to achieve the adoption of Self Directed Support in a timely, cost-effective manner.
  3. To oversee the change management of policies, practices and procedures, staff structures and specifications, commissioning frameworks and existing contracts, future development and voluntary and private sector capacity.

Objectives

  1. To be an enabling framework to ensure people can exercise choice and control with accessible advocacy, peer support and brokerage systems with strong links to user led organisations
  2. To ensure an effective and established mechanism to enable people to make supported decisions built on appropriate safeguarding arrangements e.g. risk boards and corporate approaches to supporting individual choice etc
  3. To be a resource to provide advice and disseminate best practise and guidance, acting as a 'critical friend'.
  4. To be a 'Sounding Board' for plans and proposals for self directed support.
  5. To determine the success criteria for self directed support.
  6. To look at how things are done now and what needs to change for the future
  7. To assist the department to move from outputs to outcomes and develop baseline principles.
  8. To enable a step change in the way services are assessed for and delivered.
  9. To agree a work plan to ensure the Board can influence changes with appropriate project groups at appropriate times.
  10. To create a tool kit for project leads to use to test out ideas and plans to ensure that they are increasing choice and control.

Membership

The Westminster Choice and Control Board is chaired by Maryam Zonouzi, Co-Chair, Westminster Action Network on Disability. Core membership will be as follows:

Procedures

  1. The board will meet at least 6 weekly
  2. The board may co-opt members or secure outside expert professional advice and/or the attendance of external advisers with relevant experience and expertise at meetings, if this is considered necessary.

Reporting

  1. Minutes of each meeting of the Choice and Control Board will be made available to SMB.
  2. The Choice and Control Board will provide SMB with an Annual Report focusing on the implementation of Self Directed Care In Westminster.

Review

These terms of reference will be reviewed annually.
